How Does the New NOCC System Affect Express Entry Eligibility?

Federal Skilled Worker Program

To be eligible, candidates must have at least one year of work experience in a skilled occupation (as defined by the National Occupation Classification, or NOC System in Canada), meet the minimum language requirements, and have a high level of education.

Federal Skilled Trades Program: 

This program is for skilled tradespeople who want to immigrate to Canada permanently. To be eligible, candidates must have at least two years of work experience in a skilled trade (as defined by the NOC), meet the minimum language requirements, and have a high school diploma or equivalent.

Canadian Experience Class:

This program is for individuals who have already gained skilled work experience in Canada and want to apply for permanent residence. To be eligible, candidates must have at least one year of full-time (or equivalent part-time) work experience in a skilled occupation (as defined by the NOC), meet the minimum language requirements, and have a high school diploma or equivalent.

Once an individual has been accepted into one of these programs, they will be placed in a pool of candidates for express Entry to Canada. Candidates are ranked against each other based on a points system that considers factors such as age, education, work experience, and language proficiency. The highest-ranked candidates are then invited to apply for permanent residence through regular draws from the pool.

How Does the New NOC System Affect Express Entry Eligibility?

The National Occupation Classification (NOC) system is a tool used by the government of Canada to classify and describe all occupations in the Canadian labour market. In addition, it is used by many organizations, including Immigration, Refugees and Citizenship Canada (IRCC), to assess the skills and experience of individuals who are seeking to immigrate to Canada.

In the Canada express entry program, the NOC system in Canada is used to determine which occupations are considered “skilled” and, therefore, eligible for express Entry. It is also used to assess an individual’s work experience to award points in the express entry points system.

The NOC is divided into four primary skill levels:

  1. Level A: Occupations usually require a university degree or equivalent (e.g., doctors, lawyers, engineers).
  2. Level B: Occupations usually require a college diploma or vocational training (e.g., graphic designers, paralegals, chefs).
  3. Level C: Occupations usually require high school education and on-the-job training (e.g., construction workers and customer service representatives).
  4. Level D: Occupations usually involve on-the-job training (e.g., food and beverage servers, housekeeping attendants).

The NOC system in Canada is updated regularly to reflect changes in the labour market and to ensure that it accurately reflects the skills and experience required for different occupations. 

NOC Latest Update 

On November 16, 2022, the Canadian government started utilizing the 2021 National Occupational Classification (NOC) system. According to a newly published internal IRCC document, the new NOC system will alter how the IRCC assesses work experience. As a result, 16 new jobs will be eligible to apply through the Express Entry Canada system, while 3 will no longer be.

  • Individuals need to have work experience in occupations with skill levels A, B, or 0 to submit a profile to the Express Entry system.
  • The new NOC system in Canada will classify jobs according to training, education, experience, and responsibilities rather than skill levels (TEER).
  • Another change in the new NOC system is the introduction of dual occupational titles.
